Limit Permissions
Player limits can be set via permissions instead of commands. Use the format scs.limit.<setting>.<amount>. Note: permission-based limits and command-based limits cannot be used at the same time — it is one or the other.

Example with LuckPerms: /lp group vip permission set scs.limit.chunks.50 gives VIP players up to 50 chunks.
